Action for the Science of complex SYstems and socially intelligent icT
COSI-ICT The new 2008-2011 coordination action ASSYST (coordinator: Jeff Johnson) is funded from the € 20m FET Proactive initiative Science of Complex Systems for Socially Intelligent ICT (COSI-ICT). The COSI-ICT programme has four integrated projects with € 900,000 for ASSYST. The work packages of ASSYST are closely aligned with the activities of the Complex Systems Society: THE ASSYST WORKPACKAGES WP1: Kickoff Meeting and Roadmap & Promoting CS Research The kickoff meeting will be hosted by the Complex Systems Society at the Institut des Systèmes Complexes Paris in January 2009. The annual roadmap of ASSYST will be adopted as the roadmap of the Society. ASSYST will promote CS & COSI-ICT research by publishing success stories and seeking media coverage, and lobbying policy makers at national and European levels for CS research support. This includes liaising with local funding council and European structures such as the ERA and complexity.net. WP2: WP2 Coordinating Scientific Meetings ASSYST will organise many scientific meetings in Europe, in the new member states, in the candidate states, with the USA and South America, with Japan, China and India, and with Africa. These meeting will include workshops and schools. Apart from connecting scientists and enabling scientific interchange, these meetings will be a source of information for the roadmap and policy actions of WP1. WP3 Coordinating Private Sector Applications of Complex Systems Science ASSYST will seek to make better connections between complex systems scientists and potential business users of complex systems science. With the CSS it will set up one week courses for students to learn how CS is used in business. WP4 Coordinating Public Sector Applications of Complex Systems Science ASSYST will seek to make better connections between complex systems scientists and potential public sector users of complex systems science. With the CSS it will set up one week courses for students to learn how CS is used in the public sector. WP5 Coordinating Conference Support ASSYST will support the European Conference on Complex Systems, and an annual meeting in Venice on Mathematics in the Science of Complex Systems. ASSYST will also foster cooperation with ESSA (The European Social Simulation Society). WP6 Coordination Open Education ASSYST will work with the CSS to define a ‘core curriculum’ for complex systems to include curricula for mathematics, statistics, computer science and simulation, and physics. Mastering the core curriculum will be necessary for the title of European PhD in Complex Systems to be awarded by the CSS. ASSYST will provide information on CS courses and schools around Europe and elsewhere. It will hep the CSS create teaching materials and resources for the core curriculum. WP7 Internet Coordination the CS Community & CSS Information Services ASSYST will provide technical support for the CCS web site, and have a person dedicated to providing context for the web site. Ideally the CSS web site should be ‘the place to go’ for all information relating to complex systems. The COSI-ICT Projects are: QLECTIVES (IP) aims to understand, experiment with, design and build cooperative socially intelligent ICT systems that will enable and support emergent quality collectives (communities). Coordinator: Nigel Gilbert EPIWORK (IP) addresses the development of a framework for an epidemic forecasting infrastructure. Coordinator: Prof. Alessandro Vespignani SOCIONICAL (IP) will develop complexity science based modelling, prediction and simulation methods for large scale socio-technical systems. The focus is on the specific example of Ambient Intelligence based smart systems. The work will study global properties and emergent phenomena that arise from local feedback loops and their coupling. Coordinator: Paul Lukowicz CYBERMOTIONS (IP) aims to understand the process of collective emotion formulation in e-communities as a spontaneous emergent behaviour occurring in complex techno-social networks. Coordinator: Janusz Holyst

FIVE is a project involving partners working in areas going form text mining to text visualisation, network analysis and interactive visualization. The main goal of the project is to offer intuitive GUI interfaces enabling actors to interactively explore, classify and annotate loads of information extracted from text-based resources. Interactive network visualization allowing users to see networked data evolve in time, where the visual identification of emerging and/or dissolving communities or outliers will definitely help them identify tendencies and locate weak signals in the data under study.

Module Mapping for Large Electronic Corpuses and Social Media

We propose to develop spatial dynamic modelling as an integrative tool for understanding, discussing and helping to manage the evolution of our complex societies. We shall focus on comparing models’ performances and enhancing their complementarities for the simulation of spatial evolution at different scales and for a variety of applications. Multilevel simulation models yield very useful tools for relating interacting individual choices to their spatial consequences and for converting complex social dynamics into easy to communicate spatial representations. Our aim is a wide dissemination of this new expertise into the social sciences, as well as EU regional and local institutions.

Tools for INteractive Assessement of Projects Portfolio and Visualization of Scientific Landscapes
Today science managers are facing a real challenge when coping with the increa- singly changing nature of science. First the millions of papers published every year makes clearly impossible for anybody to have an exhaustive knowledge of all the important breakthroughs in every fields. Second, science frontiers are ever faster changing and getting blurred as fields and sub-fields are cross-fertilizing, growing or dying. The problem of evaluation of proposals in a science management perspective is strongly rela- ted to the difficulty to assess its scientific context and its originality compared to other proposals. We propose here to use the textual information associated to every project to extract knowledge about proposal scientific content. This data will be used to locate projects in the dual spaces made of both, the whole set of proposals within a batch (or a series of batches), and the scientific land- scape specific to this batch. The objectives of this support action is to apply new tools from scientometrics, network ana- lysis and information visualization to portfolio analysis of proposals and science monitoring.

Unitwin UNESCO Complex Systems
UNITWIN is the abbreviation for UNESCO’s University Twinning and Networking Programme established in 1992. The UNITWIN/UNESCO Chairs Programme advances research, training and programme development in all of UNESCO’s fields of competence by building university networks and encouraging inter-university cooperation through the transfer of knowledge across borders. The programme aims to be pertinent, forward thinking and to impact socio-economic development effectively. UNESCO Chair and UNITWIN projects have established new teaching programmes, generating new ideas through research and reflection, and facilitating the enrichment of existing university programmes while respecting cultural diversity. There are 715 UNESCO Chairs and 69 UNITWIN Networks in over 830 institutions in 131 countries. The Complex Systems Society (CSS) working with the Open University and Warwick University in the UK, Ecole Polytechnique in France, and various other European universities plans to form a UNITWIN network with colleagues in Africa, South America, and other parts of the world. The aim of the network is to spread knowledge and knowhow of the new science through education and research collaborations. The UNITWIN UNESCO Network will federate the Research and Education Institutions all around the world wishing to deal with the challenges of complex systems science. Through a Digital Campus it will coordinate an evolving social network involved in identifying the scientific challenges though living complex systems roadmaps, and facilitate sharing all the research and educative resources for overcoming them. The Digital Campus will be structured through interdisciplinary education and research departments, each federating the e-community devoted to each challenge. The Digital Campus will be a main component of the Citizen Cyberscience, for involving even citizens at the global level with their sensing, computing and thinking resources towards ubiquitous observing, learning and computing.

VPH-France
